Governance Structure

The URP was refocused around transparency, effectiveness, efficiency, participation and service quality by a 2025 Commissarial decision. It functions as a virtual online counter reachable through email and PEC. The URP should be read as a triage layer. It is not the office that solves every problem directly, but it helps residents identify where information, documents, procedures or service responsibilities sit inside the municipal structure.
Registry, Identity Cards, and Demographic Services
Anagrafe and stato civile are among the most common municipal interactions: residence, identity documents, certificates, births, deaths, marriages, citizenship-related acts, electoral records and statistical/demographic functions.

Reports can be sent to affari.generali@comune.molfetta.ba.it; the service is free, with stated maximum and average wait times on the page.[7]
This channel is important for everyday urban governance: potholes, damaged street furniture, maintenance problems, signs, lighting, local nuisance, access problems or other visible service failures often enter the administration through reporting before they become formal political issues.
However, reporting is not the same as emergency response. For immediate danger, crime, fire, health emergency, maritime emergency or public-safety incidents, residents should use the emergency services and competent authorities rather than a routine disservice channel.

Molfetta’s Amministrazione Trasparente section follows the Italian transparency framework. Forms, Payments, and Digital Notifications
The Modulistica section gathers forms used by municipal offices. It includes materials across fiscal, mobility, school, cemetery, parking and other service areas; the captured page listed more than 100 documents and several datasets.[11]
Molfetta also appears on IO, l’app dei servizi pubblici, with services including notifications from registry, electoral, protocol, school, social, technical and tax offices; reminders and status communications; TARI and Canone Unico notices; CIE expiry; and PagoPA payments for items such as TARI, CIE, SUAP/SUE rights, school meals, nursery, school transport, sports facilities and other municipal services.[12]
This digital layer is important because it reduces the need to understand the whole office hierarchy. A resident may receive an app notification, pay via PagoPA, check a document online, or book an appointment before ever visiting an office.
